Thank you. You're right.

It's a matter of storytelling though. Countries have no problems applying lockdowns, which are 1000s of times worse in term of freedom lost. If they can do that, they can sell enforcement of fences, quarantines and isolations.

On how to do it, South Korea has a perfect law for it.
